Preparation
First this you need to do is follow this tutorial How to install WordPress on your local PC. Except at the end do not install WordPress at all… Instead ftp to your webhost and copy your entire WordPress base directory to your c:\www folder and change your wp-config.php file accordingly.
From your webhost, export your entire WordPress posts/comments from the Manage>Export tab in your webhost. Then login to your localhost install of wordpress, Delete ALL posts, comments, etc, then Manage>Import the WordPress xml file from the previous step.
Activate all the same plugins on your local install as your webhosted version and on your localhost choose the theme you’d like to test for breaks. Make sure it currently appears locally as it does online.
The Upgrade
Download WordPress 2.3 and follow instructions for installing into c:\www folder
View your site and see what breaks.
Let troubleshooting commence.
This part will be different for everyone, depending on what plugins you are using, what theme you use, etc… but it most cases the error messages outputted will be self explanatory and you’ll be able to figure out what to do next…
